Research On Urban Community Autonomy Organization 's Participation In Grassroots Government Governance

Since the reform and opening up, city community autonomy organizations in China have been continuously evolving. As the main force of the community autonomy, the city autonomy organizations are self-managed, self-educated and self-served and play significant role in improving the community public environment, maintaining the vital interests of the residents, as well as in promoting harmony and stableness community development.At the same time, the law clearly stipulates the duties and responsibilities of community autonomy organizations when assisting Grass-roots Government. The community autonomy organizations play important role in community building with the management of community affairs, reflecting the needs of the residents, resolving conflicts and disputes, providing public services which has positive effects on promoting democracy and autonomy of community and reconstruction of government authority.Take the study of participation of city community autonomy organizations in Grass-roots Government management as the main line, this thesis analysis the existing problems in participation of city community organization in Grass-roots Government, with case study of the community autonomy organization in Qianmen area participating the management of Qianmen Street:the guidance and service provided by Grass-roots Government to community autonomy organizations is insufficient; the role community autonomy organizations played in assisting Grass-roots Government is not effective; the participation of city community residents in community autonomy is inadequate.On this basis, this paper analyze the causes of the problem, and apply related theory, as well as the experience learned from foreign countries, putting forward suggestions and measures to solve the problem:Grass-roots Government should make it clear that they should provide clear guidance and service to community autonomy organization, accelerate the transformation of government functions, build a service-oriented government, establish a sound and scientific community management mechanism; community autonomy organizations should strengthen their own construction, reduce the dependence on the Grass-roots Government, enhance the autonomy and service ability, strengthen the cultivation and guidance of autonomy organizations, construct autonomous mode of Multigovernance; enhance the sense of participation of residents, improve the mechanism of resident participation, improve public opinion expression mechanism, smooth channels of communication negotiation.
