More and more countries around the world devote to make strategies of open government data and implement it via E-government as the technical tool,the benefits of open government data are: will develop new kind of business by the public who use or reuse the open data to dig out the enormous economic value; help the staff of public sector make decision more scientifically and improve their work efficiency of the public sector service; create a lot of jobs relate to data research, data analysis and data application in a new way. E-government is the important technical tool to implement open government data project. The development of E-government and the environment of the society change quickly, which push the government to open data to meet the demand of the current society need. Open government data is the strong push to the E-government construction and the strong motive power for E-government’s future development. The United States of America, United Kingdom and European Union are the leaders in the world who use E-government to implement the strategy of open data, and made clear data quality standard, service standard, code of use and data license etc. Open government data is at the beginning in China, this paper will introduce the definition of open government data, the value of why open it, the current performance, what the results are achieved, and the problems. By referring to the successful factors of constructing the open government data project from United Kingdom and United States, this paper will advise strategies regarding improve E-government systems from low level of integrity; ICT level in different levels in China; E-government systems in public sectors in low level of sharing information and co-operate; high investments in technology construction rather than service maintenance of E-government projects; Legal regulations and laws are not mature for open government data; No national construction guide line for open government data construction; barriers of management system for open government data project, public sectors unlike to open data; the protection of data is fragile etc. that expect open government data project in our country will be constructed better and successful.
