Research On The Management Of Social Organization Direct Registration

In March 2013, the first session of the twelfth National People’s Congress approved the State Council Reforms and Function Transformation Program, in which it stated the establishment of any associations or organizations of industry, chamber of Commerce, science and technology, public charity, and urban and rural community service should directly go to Civil Affairs Department for application or registration, rather than implementing a dual management. Since then, some provinces have started to explore ways of direct registration. In two years they made some achievements, but there are still some problems to be solved. This paper aims to study the management system and operation of the social organizations, analyze the existing problems and reasons, and put forward the countermeasures and suggestions to improve the management system of social organizations.Based on the theory of policy implementation, public governance theory and new public service theory, this paper makes a deep analysis on the reform practice of some provinces in China after the direct registration of social organizations through literature research, survey study and comparative analysis. Through analysis, the paper concludes at present, the main practices in China over provinces to develop social organizations include reforming the registration system, establishing government purchase service system, improving the fiscal and taxation policies, establishing service agencies for social organizations. Their main methods of evaluation are annual inspection, assessment, law enforcement supervision, information disclosure, etc.. Based on existing conditions, cultivating a clear development focus, they actively initiated new policies, optimize the development environment, strengthen supervision and management, and promote the healthy development of the social organizations. However, there are still some areas challenging and need further development, which include policies and regulations improvement, insufficient supporting level from government, capacity building of social organizations, slow progress of separation government function from enterprise management, weak registration departments, seriously lack of supervision and monitoring of social organizations, etc.. According to the research and survey results, using the policy implementing model of Smith, the author analyzes the reasons of the problems from three aspects:the ideal policy, the implementation mechanism and the target group. Then he puts forward the countermeasures and suggestions on improving the social organization management system from five aspects:strengthen the social organization legislation, correctly position the role of government in the development of social organizations, improve and implement supporting policies, establish a standardized management system, and strengthen management ability of registration departments.
