| This thesis aims to verifying and studying the effect of the reform of the community management system in Guiyang since implemented in 2012, and further discussing how to promote the establishment of service-oriented government through role transition of the government, completing the administrative management and law system, as well as innovating the social management, under the circumstances of China proceeding deepening reforms and ruling the country by law in all-round ways. Besides, by carefully analyzing the problems arising during the process of community management and reform in Guiyang, an investigation is conducted with respect to the reform and construction of the grass-root community management system, as well as what functions a new service-oriented community is expected to provide.The introduction chapter mainly covers the background of this thesis work together with that of the reform of community management system performed in Guiyang. A review of research within this area around the world has been made and, the major difference between the reform this time in Guiyang and those past experience is identified.Chapter 2 defines not only the terms under this thesis for instance, community management, community service centre and grass-root management system, but also how these terms relate to this thesis. It also elaborates the governance theory, new public management theory as well as new public service theory, upon which this thesis is supported.In Chapter 3, the grass-root social management practice in China at difference stages since 1949 is reviewed and a brief introduction of the community management models in USA, Japan and Singapore is conducted, from which practical and helpful experience is then extracted. Through introducing the background of community reform in China, a specific and careful representation of Shanghai model, Wuhan Jianghan model and Shenyang model is done for giving some hints to the reforms in Guiyang.As to part 4, main work is performed to verify and analyze the Guiyang community management system reform in terms of its major contents, characteristics as well as effectiveness, and to further confirm the effectiveness of the reform on strengthening grass-rooted party organization, enhancing administrative efficiency, improving service capability, stabilizing social environment and so on, as represented by the high satisfaction rate among people. Moreover, the thesis points out the problems remaining in the reformed community with respect to financial support, legal support, operation models, emergency capability, self-governance capability and so on, after a series of visiting, investigating in company with analyzing.Finally, based on the problems identified in previous chapter and on the national policy, Chapter 5 deals with some thoughts about completing the reform of community management system, and, from the viewpoint of building service-oriented government, proposes solutions for this completion such as legal construction, financial guarantee, emergency management, infrastructure construction, operation models, role transient of government, cultivation of community organization, community service, etc. |
