The government theory present by Marx and Engels had a very profound theoretical origin, assimilated the political thoughts of ancient Greek philosophers and the abundant explorations of government theories by modern and contemporary philosophers in the West, and finally took into being with the development of capitalist governments and the development of international communist movements. The government theories by Marx and Engels can be divided into three phases:the beginning phase, during which Marx initiated the thoughts that the civil society determines the state and government; the middle phase, or the formation phase, during which Marx and Engels created historical materialism and the thoughts of proletarian dictatorship that served as a solid theoretical basis for government theories by Marx and Engels; and the final phase is the development phase, during which the proletariat launched the democratic revolution against the feudalism and the proletariat revolution for seizing the state power. The government theories by Marx and Engels are comprised of the contents, functions, managerial measures, and managerial principles, and contain such characteristics as class-featured, practice-originated, science-based, critical-styled, and people-oriented. The government theories raised by Marx and Engels have not only served as an outstanding contribution to the world of thoughts and theories, but have provided a direction of development for China’s government. Meanwhile, the government theories by Marx and Engels have provided a direction for the construction of a government with Chinese characteristics, and supplied theoretical instructions for solving the problems occurring in China in the course of construction of socialism with Chinese characteristics.
