An Analysis Of The Functions Of Chinese Urban Government

China’s transformation from planned economic system to market economic system is a fundamental change of economic system. It has broken the duality of urban and rural partition system, promoting the rapid development of industrialization and urbanization, meanwhile, it has created a challenge for the level of urban management, putting forward higher requirements for China’s city government function positioning. With the acceleration of urbanization, the city government plays a more and more important role in the development of the city and even the whole country and society development. However, because of China’s city government function structure does not match with the development of city economy, this state has seriously restricted the comprehensive development of Chinese city society, Clearing the city government function positioning has become an important research topic.Currently China is in the transition period of economic and social development, the development of the city is not only an economic problem, but also a question of management. Previous researches on city problems are mostly from the economic perspective, such as the specific choice of the urbanization development pattern, urban infrastructure construction, etc. However, the study of the city government functions and the city government how to effectively carry out the city governance is relatively insufficient. In this paper, as the guide to the theory of city government functions and the administrative system theory, using the literature analysis method, starting from the different types of administrative system and the difference of municipal government, agricultural government management functions,combeding the main functions of the city government, studying and analyzing the problems existed in the functions of the city government, and interpreting the reasons that lead government functions problems. Finally, it puts forward the corresponding improvement measures about the problems of city government functions. In the proposed to strengthen public service functions and the cultivation of social organization development, it combines with the city government management experiences of western developed countries, providing some enlightenment for the Chinese city government function positioning from two aspects of theory and practice. Repositioning basic functions of city government, improving the management ability of the city government and promoting the development of China’s urbanization is the focus of this article.
