Research On The Government Functions In Building Nanchang City Elderly Care Service System

Nanchang, the capital city of Jiangxi province, is one of China’s mega cities in central China, which located in the middle and lower reaches of Yangtze region with a total area of 7402 square kilometers. In recent years, as the comprehensive development of Nanchang city economy and society and floating population increasing gradually, the aging population trend becomes harsh, mainly present: elderly and female aging is more serious, etc. Nanchang’s increasingly acceleration of ageing populations bring a huge challenge to Nanchang economic development and social progress, the core family downsizing make the Chinese traditional family pension manner gradually fade out, unable to satisfy the increasing demand of the elderly pension service, building and perfecting the Nanchang city elderly care service system are imperative. Since the framework of our national market economy system have been established, too much government, lack of social participation have already become the main obstacle of curbing our country’s economy and social healthy development. Recently, our party and national leaders increasingly recognize the problem of the system above, call for reform of the administrative system and the transformation government function. Especially since the 18 th National Congress of the Communist Party of China, the new leadership has repeatedly issued a reasonable division of government and market, social boundaries, the transformation government function calls. The behavior of "omission", "dislocation", "offside" in exercising Nanchang governmental function are the main institutional source which leads many controversy and problem in Nanchang elderly care service system.Taking Nanchang government function as the breakthrough point, this paper is researched and analyzed the problems existed in Nanchang city elderly care service system and put forward some suggestions to consummate the service system of Nanchang city elderly care.This paper is selected the title as "Research on the governmental functions in building Nanchang city elderly care service system", which belongs to the research of medium and micro level, choosing elderly care service system construction of the government functions as the research object is based on the dominant role local government played in the process of system construction. In this paper, with studying and reviewing the existing literature, summarizing the research achievements of predecessors, collecting existing data to understand the development situation of Nanchang city elderly care service and on-the-spot investigating on the construction of Nanchang city elderly care service system and the functions of the government in promoting effect, trying to further clear the different role played between the government and other main body and the boundaries of functions, in order to enrich the content of the government functions, therefore, provide theory support for building our government pension service system, helping to enrich and perfect the theoretical framework of the functions of the government.In practical sense, first of all, this paper hope to improve the Nanchang city government, academic and social attention to the building of Nanchang city elderly care service system. Secondly, through drawing lessons from the useful method and practical experience about building pension service system in developed countries and regions, this paper is offered suggestions for Nanchang government building perfect pension service system, in order to meet the target of requirement of the elderly life care, health care and spiritual consolation, cultural entertainment in Nanchang, realizing the goal of "Elderly will be looked after properly", so as to comprehensively improve the elderly group welfare and social harmony and stability. Finally, it is helpful for the perfection of government function in the construction of Nanchang city elderly care service system and further perfect the Nanchang city elderly care service system, so as to realize the ultimate goal of improving the immediate interests of the elderly in Nanchang.The main content of this paper includes five parts: the first part is the introduction, which expounds the research background and research significance, reviews the research of predecessors, gives a brief evaluation and introduces the research ideas and methods of this paper and possible contribution and deficiency. The second part is the related concepts and theoretical basis, which defined the core concepts of this paper, elaborates the theoretical basis. The third part is analyzing the present development situation of Nanchang city elderly care service, which firstly carried on the summary of relevant background on the Nanchang aging, and then analyze the development present situation of Nanchang city elderly care service from two aspects which are the family elderly care service and institution elderly care. The fourth part is researched on the reality of the deviation of government function from “omission”, “dislocation”, “offside” these three aspects in building Nanchang city elderly care service system. The fifth part is studied on service system of developed countries and regions. The sixth part is suggestion for the government to perfect the service system of Nanchang city elderly care. The seventh part is conclusion and prospect.
