A Systematic Philosophy Of Reform Methodology

Since the reform and opening up, especially since The Eighteenth National Congress of the CPC, the Communist Party of China,practically,adopts a series of important initiatives for deepening the reform comprehensively,which bears great fruit. In theory,the Party puts forward a series of lofty conclusions and pay high attentions to the problems of the methodology of reform,especially the issues of the top-level design of the reform. Just as Comrade Xi Jinping pointed,“The reform and opening up is the new career which has no predecessors,we must adhere to the correct methodology and constantly promote exploration in practice.” “To comprehensively deepen reforms,we need strengthen top-level designs as well as overall planning,and the study of relevance, systematicness,feasibility of the reform.”In recent years, especially since the third plenary session of the 18 th CPC national congress, the academic circles have recognized the significance of research on the problems of systematicness of the reform, and have made gratifying achievements in theory.However,what should also be seen is that the researches on the problems of systematicness of the reform is not systematically and deeply enough in terms of practical needs. It is mainly revealed in the following three parts:1.Researches on the problems of systematicness of the reform to reality is very little in the number of papers, only a limited published dozens of articles 2.The discussions of researches on the problems of systematicness of the reform are often vague and lack of supporting from systematic theories 3.Monographs and dissertations on methodology of deepening the reform overall is very seldom from the perspectives of high level of systematic philosophy and thoughts. This paper,based on the achieved results, combined with the historical experience, reality and reform practices, conducts a special study from philosophical point of view on methodology of comprehensive theory of deepening reform and makes innovative explorations in the following aspects.1. Based on the analysis results,the author believes that comprehensively deepening reforms requires strengthening top-level design and use system science and method to study the methodology of reform, so as to offer a more scientific methodological and solid theoretical support for the wholeness,systematicness and interconnectedness of deepening the reforms in an all-round way.2. According to the wholeness principle of the system,the author gives a systematic analysis of the top-level design methodology for reform and on the basis of system intrinsic characteristics, the author suggests that strengthening top-level design comprehensively requires the combination between comprehensive promotion due to the characteristic of non-additivity, collaborative promotion due to the characteristic of overall conditionality and key breakthroughs of the reform due to the characteristic of elements-equilibrium.3. According to the structural principle of the system,this paper has carried on a systematical analysis of structural optimization methodology of the reform. According to the inner laws that the systematic structure determines the function while the changed structure changes system functions,the author provides several pragmatic reform paths,such as:through the optimization of ownership structure to improve the basic economic system,through optimizing the distribution structure to achieve a sound distribution status,through optimizing the organizational structure to transform government functions,through structural reforming to transform economic development mode,etc.4. According to the hierarchy principle of the system,the author gives a systematic analysis of the classified guidance methodology in the reform and suggests that during the process of comprehensively deepening reform,it is indispensable to respect different laws in micro and macro levels and through systematic optimization to make full use of “two hands” so as to achieve the whole promotion of system functions.5.According to the open principle of the system,the author gives a systematic analysis of the comprehensive opening-up methodology and suggests that in order to achieve comprehensive reform we should comprehensively open wider to the outside world and combine the "Introduction" and "going out" method,make full use of “two resources ” and “two markets” and achieve mutual benefit and win-win in the new pattern of international cooperation so as to make a general estimate on both domestic and international situations’ reform methodology.6. According to the objective principle of the system,the author gives a systematic analysis of the value of comprehensively deepening reform and suggests several value goals for basic reform adherence:the economic value to creative vitality,the political value to perfect social system,the social value to promote fairness and justice,the ultimate value to realize the people-oriented principle.Of course,as Xi Jingping pointed, “We use reform to solve a series of problems in the development of the party and the country.Meanwhile,in the process of understanding and transforming the world, the old problems are solved, new problems will be produced,the system will always need to be constantly improved, and thus the reform can not be achieved immediately and it is impossible to do it once and for all.” Our understanding of the issue of reform is a gradual process.The work made by this paper aims to cast a brick to attract jade in order to adhere and develop Marx’s methodological views of the world under the new conditions of the times.The author uses modern scientific methodology to advance the researches on the methodology of the reform,hoping to do everything in power to do some exploratory works such as, providing deep support in scientific theory for comprehensively deepening reforms and practical ideological and theoretical theories to lead scientific systematic top design.
