| Contracting for public service is the most important system arrangement of public service marketization reform in countries, which is that the government will take public service in the form of contract outsourcing to the efficient private sector and specialized non-profit organizations. Contracting for public service aims to increase the efficiency and quality of public service, to save on public spending, and to curb government scale. However, the development of contracting for public service spirals, the privatization of practical experience in western countries tells us that contracting for public service is effective way to implement low cost and high quality services supply, but not once and outsourcing process may cause undesirable competition, corruption, social justice imbalance and other issues, triggering outsourcing risk. With the introduction of western management concepts, the deepening of government agency reform, and market economy and policy environment become mature, our local government begins to introduce more contracting of public service to supply areas. Therefore, introspecting the failure experience of contracting of public service , analyzing the risk types and causes of contracting of public service, constructing the operation mechanism of government's contracting of public service, are important links of development of contracting of public service.This paper utilizes comprehensive use of enterprise management, politics, public management, law and other comprehensive disciplines, with the help of the principal-agent theory and risk management theory, uses normative research and case study in the way of the operation flow of the public service outsourcing, explores the risk types and presentation of contracting of public service from dynamic perspective, puts forward the reasonable operation environment and system of contracting of public service by risk causes, to raise operable opinions for effectively guarding against the risk. Firstly, this paper defines connotation and characteristics, the government role, outsourcing operation flow etc. of contracting of public service through the literature analysis method; And this paper analyses the principal-agency relationship and risk inevitability of contracting of public service with reference to relevant theory; Secondly, by investigating contracting of public service operation flow, this paper identifies different risk types and presentation in decision-making stage, implement stage, and evaluation stage of, and does up risk characteristics and mutual relationship of each stage through a risk list; Furthermore, according to risk phenomenon, this paper deeply analyzes the external cause, internal cause and motivation of formation of contracting of public service from institutional defects, difficult operation and the principal-agent. Finally, according to risk causes and mapping theory, this paper constructs three ways to guard against risk of contracting of public service, which are macro system environment construction, microscopic mechanism constructing, micro incentive and restraint mechanism constructing. |
