| With the rise and development of government purchasing public service,it is an important way for government to provide public service.In recent years,China’s governments at all levels have transformed the supply of public services into social forces,and the government has gradually shifted from "providers" to "managers".The government’s purchase of public services has become a new highlight in China’s government reform and functional transformation.However,Chinese government’s purchase of public services is still in the primary stage,and there are many risks in the purchase process,and a perfect risk management mechanism has not been formed yet.From the connotation,category and function of public service,it can be civil administration service,education service,sports service and other types.Civil affairs service belongs to the field of convenient services,which is an important part of public services and the most concerned by the society.It is commonly existing around the common people.The study on the risk of government purchasing civil affairs service and its prevention has far-reaching significance in the field of government purchasing public services.Therefore,this paper takes civil administration service as the research object and hubei province as the case to explore the risks of government purchasing civil administration service and how to prevent these risks.There is relatively little research on government purchasing civil affairs service in the academic world.Based on literature research and empirical research,this paper divides civil affairs service into five kinds,including social relief service,elderly care service,social work service,social organization construction and management service,and auxiliary affairs required by civil affairs.Based on the research of experts and scholars on the achievements made in the risk and prevention of government purchasing public services;Based on principal-agent theory,risk management theory,new public management theory.The mechanism,model,risk factors and how to prevent the public services purchased by domestic and foreign governments are used as reference.With field investigation,interview,case study and literature at all levels of government purchase home service in hubei province were studied,through research on the subject,it is concluded that the government to buy home service main body,content,purchase way,fund use,performance evaluation and other links may be at risk,that is to "to whom who isgoing to buy,buy,buy what,how,who spend how many money to buy,to acceptance" failed to effectively solve these problems.To solve these problems,this paper from the aspects of related subjects,purchase process,the performance evaluation analysis of the specific risks exist in the process of government purchase home services,and to buy link on risk,proposed the government purchase of civil service proposals to prevent risks,hope the government can better integrate all parties to avoid risk resources,together with high benefit,high quality of civil service.The main conclusions obtained from this study are as follows: 1.The risks of government purchasing civil affairs services are mainly reflected in related subjects,purchase process and performance evaluation.2.Reasonably avoid the risk of government purchasing civil affairs services by establishing a sound system,improving the guidance opinion system and defining the evaluation and evaluation system. |
