You may change your destiny if you get registered into a key university. Some "smart" and affluent parents notice that nowadays the international construction of the high standard univeisity is in a great progress and the policies for the foreign students are more and more flexible. They begin to migrate their children through some illegal migration agency. Recently the nagtive impaction emerges and obstacles the realization of the right of citizens equal education. The reason of immigrants for national matriculation test refers to sicial histric ecnomical system and etc. So it's obviously not a small problem. A series of measures should be implemented. Such as equal distribution of education resourses, strengthing sharing information of different departments, strictly controling the enrollments of foreigh students, integrating relevant laws and regulations, making more intenational cooprations.My paper focus on the charactisics of these special immgrates the reason they appears and bad influence. By the methodology of documentary research and comparative method I comb out the perious results of the education and law fields analyse the difference between the current law and this situation. By comparing the polices of US England Germany and Japan I make a deep research of the prevetion measures from national education department exit and entry department and some universities. At last it's clear that one department some measures is far from the aid to prevention and limitation. In the premise of foreigh students identification and sharing information from diffrent department intensify the prevetion from the Constitution make close international coopration will manage to prevent and limit the immigrants for national matriculation test.
