The In-migrant crime exists in any historical period and any social system. Currently, China is in a transition from planned economy to market economy, from a traditional society to a modern society. In this historical period, with the development of economy, the social mobility is constantly strengthening. As a result, the In-migrant population is getting more and more. However, the problem of In-migrant crime has become increasingly complex and serious. Under such circumstance, it is urgent and important for us to analyze the causes of In-migrant crime and decide what measures should be taken to prevent and control the In-migrant crime.The whole text is divided into four parts. In the first part, take Shanghai Minhang District as an example, surveys and sums up the features of the recent In-migrant crime. In the second part, introduce a new interpretation paradigm—the theory of relative deprivation, and try to construct a relationship between relative deprivation and In-migrant crime. In the third part, use the theory of relative deprivation to explain the causes of In-migrant crime. There are four factors affect the sense of relative deprivation, the improper choice of reference group, the splitting tie between individual and the society, the imbalance of the social structure and the lack of social equality and just. In the last part, use the theory of relative deprivation to find out what measures should be taken to prevent and control the In-migrant crime, such as leading the In-migrant to choose the proper reference group, cultivating the sense of social identity, eliminating the sense of social diversity and reconstructing the sense of social equality.
