Study On Improvement Of The Public Credibility Of The Chinese Local Government With The Prospective Of New Public Management

In this paper, with the help the different disciplines of literature, I introduce the specific idea ofpublic crisis administration, accompanied by amount of reality instance, and finally complete thanalysis and research of the credibility construction of the local government. On the one hand,from a theoretical sense, the use of perspective of public crisis administration possessed thenecessity of theory and practice. This not only provided of the systemic ideas of governmentimprovement, but also enriched and developed the field of government credibility. On the otherhand, people’s life had improved and the public consciousness had become more rational andsocial. The relationship between government and citizens is no longer a traditional “managing”and “be managed”, but a kind of relationship between services provider and receiver. Theimprovement of government and public relations play an important role in the credibility of theGovernment building, therefore government must enhance the credibility by improving itself andmeliorate relationship with the public. This method above requires a clear duty of the governmentitself, and the cooperation mechanism of the government and the public. Besides the systemsecurity and a upstanding social environment are needed.This paper was divided into six chapters. The first chapter introduces the thesis background andpurpose, the literature summary about government credibility at home and abroad, thought ofthesis and research methods, as well as innovation. The second chapter describes the content andinfluencing factors of the credibility of the Government, also well as the main content of publiccrisis administration and the theoretical basis of two main concepts. This chapter highlighted theassociation of public crisis administration and the credibility of the Government. The thirdchapter contents the status and reasons of local government credibility, and impact to public crisisadministration brought by the lack of credibility. In Chapter4with the Analysis of wine fraudcase in Changli County, Hebei Province, the article shows that the weak government action led tothe credibility loss. It also indicated the public consciousness’ growth. Besides, several measuresto enhance the credibility of Changli County will be raised. The fifth chapter contents thereferences to credibility construction brought by the prospective of public crisis administration.The finally chapter complete the summary and outlook.
