Linyi City Students "village" Policy Performance Evaluation

In recent years, as college students "village official" policy beginning to implement in the provinces and cities, and people were successively start to analysis the policy from different angles. In the former research, most people focus on making the macroscopic description on of the policies from the problems in the process of implementation and the carryover effect etc. But, less of a downtown process of implementing policy related performance study. In this paper, the author will try to use comprehensive performance evaluation theory and method to evaluate Linyi college students "village official" policy from appropriateness, competence effect, benefit group's satisfaction, sustainability.In the process of assessment studies, I find, at all levels of the Linyi government pay high attention to college students "village official", and actively implementing policies. The policy has been implemented for three years,meeting the needs of local political and economic development to some extent for talented person's demand; Get recognized college students, and guide the students to have a right understanding of the career; Speed up the pace of the new rural reconstruction. However, during the policy practicing, as the dilemmas of college graduates'professional and ability, unreasonable allocation of quarters, grassroots cadres and the villagers' misunderstandings and policy change rapidly causes, such as policy implementation process difficult, the effect of the internet advertising is not good, this issue pose severe challenges to the policy's sustainability. Therefore, the authors try to analyze the policy's satisfaction, competence, sustainability etc on the basis of the data, trying to give some reasonable to college students'"village official" policy of Linyi stable.
