Research On Performance Assessment Of Zhoushan College Student Village Officials

The project of college student village officials, which started from "Rookie Plan" in Feng County, Xuzhou, has undergone rapid development. In 2008, it has spread throughout the country. This project has important and far-reaching strategic significance on alleviating the employment pressure of the college students,cultivating reserve cadres and strengthening the party’s basic-level organization construction.The performance assessment of college student village officials, as an important part of the project, has a profound influence on the management, training, payment, discipline and flow of college students.To some extent, it plays a decisive role in the performance of college student village official as well as the effect and even the success of policy enforcement. The perfection of the performance assessment of college student village officials is beneficial for strengthening the team-building of college student village officials and activating the vitality of basic-level organizations. Currently, in China, there is a lack of systematic researches on the performance assessment of college student village officials, therefore, the study of this field has great theoretical and practical significance.Since 2006, zhoushan has been employing college student village officials for 8 years and made a big stride in this field. In the meanwhile, however, many problems emerged, among which the performance assessment of college student village officials was the most serious one. The disadvantages of the current mode becomes increasingly apparent, which largely discouraged college student village officials and negatively affected the enforcement of the policy. How to improve and perfect the current performance assessment mode becomes an urgent and critical problem.This paper analyzed the current situation and problems of the performance assessment of college student village officials in Zhoushan from the reality, and probed into the causes of these problems through questionnaire. Meanwhile, with reference to the practice of performance assessment of civil servants from home and abroad, we can draw their merits to improve the performance assessment in Zhoushan.In the end,the policy proposal for the betterment of performance assessment of college student village officials in Zhoushan should be based on perfecting the assessment methods, items, procedure design, output application and etc., employing position analysis, goal-management, optimizing the item design and proportion as well as updating assessment mechanism to create a favorable atmosphere for performance assessment.
