With the rapid development of China's national economy, cities and county-level cities expand the scale of construction, all kinds of police affairs are also increasing. The vicious criminal cases, big fires, frequent vehicle traffic accidents bring the new issues and higher demand for the work of public security, especially for county-level public security facing more challeges. The 110 emergency response system is the first step to do work of alarm accessing and handling for the public security organs, and is an important part of the "Gold Shield Project" . As the rising of 110 emergencial affairs, the tasks of coordination, command and handling become more hard. Facing such complex social situation, it is very urgent to strengthen the development of standardization, constantly increase the efficiency and deal with the cases rapidly for public security organs. It is also of great significace to fight against crime quickly and effectively, maintaining social stability and promoting the development of public security organs.This thesis is based on the real programs of 110 Emergency Response System of Hekou District Branch of Dongying City Public Security Bureau, focusing on describing the various functions needed to improved. During the overall study stage, we bring about CSCW (Computer Support Cooperative Work)technology by the analysis of 110 emergencial affairs. Meanwhile, we build up a intelligent basic platform with unified voice, data and picture on the base of exsit conditions, which will become the service-receiving center and control center for the public security bereau.This thesis analizys the problems according to the demand of 110 response alarm business. It divides the current response alarm system into nine modules, and makes a detailed description of the functionality, design and implementation of other aspects . Then it introduced the CSCW technology and GIS (Geographic Information System)technology in the process of improving emergency response system.This study results show that, under the CSCW collaboration platform, all staff can communicate and transfer the information with each other and realize audible, visual, and controllable functions. All the relevant units can exchange information including text, voice and picture.All the staff can get the information at any time and anywhere after the access certification.The system will be a distributed system based on the CSCW, with overall function of cross-region and cross-police.
