A Study On Cultivation Of Culture For Emergency Response In Urban And Rural Residents

Recently, Emergency Management has been paid more and more attention. People is realizing the importance of Emergency cultural system construction but no system research is committed on urban and rural resident emergency culture cultivation. This paper sums up the relevant documents overseas and domestic. Through analyzing the forms of the documents, the representative figures, the main ideas, research fields and the main research characteristics proposing the disadvantages on the root of emergency consciousness, the systemic of emergency cultural cultivation, the cultivation process and the safeguard measures. This paper then makes the definitions and analysis of the emergency culture and the cultural cultivation, introduces the theory evidence of Risk Management and Modern Emergency Management. Emergency culture is a huge and complicated system engineering. This paper sets Miyun County in Beijing as an example. On the basis of the interview to the emergency culture cultivation of the relevant departments and the emergency headquarters in Miyun, the paper extracts the outstanding problems on organization, cultivated object, content, form, effect and the infrastructure, etc. The contributing factors are also analyzed from the traditional ideas, historical reality, work system, training teachers, training funds and executive force of the grass-roots unit. And comprehensive analysis is given in the paper combining the domestic and overseas experiences or the suggestion from the interviews in Miyun on the subject, object, content, form of emergency culture cultivation. In addition, a healthy and orderly cultivation on emergency culture needs guarantees from many aspects, such as save and sound system, perfect teaching system, good evaluation mechanism、 rewards、punishment incentive mechanism and the funds safeguard mechanism, etc. The innovations of this paper is that it is the first one to commit empirical analysis on the emergency culture cultivation, especially in Miyun County. And there’re still some other innovations, such as the personnel designed interview outline according to different categories people, the form of face to face interview, the in-depth analysis from the angle of Chinese traditional society and ideology and the elements divided and analysis about the emergency culture cultivation.
