Water is one of the major issues facing the world today, water crisis not only hinders sustainable development in the world, but also threatens world peace. Although water resource issues in China were rarely mentioned in the 70s, since the 90s when water resources in China is facing a rapid deterioration, particularly urban drinking water safety has become an obstacle to China's urban economic and social sustainable development. In recent years, the central and local governments have emphasized work on safety of urban drinking water. On a State Council executive meeting in August 2007, Premier Wen Jiabao required, during the Eleventh Five-Year-Plan the problem of water shortage and low quality in 205 cities and 350 counties have to be solved, so that overall drinking water quality in the cities and counties will be improved by 2020.This paper introduced China's urban water security situation from the perspective of Environmental Law. Starting from that, the author made an analysis of the defects in the existing legal system of urban drinking water safety. With a comparison with examples from foreign legal systems of urban drinking water security, the paper is aimed to contribute to the theoretic research in the Chinese urban water legal system and push for our country to achieve building an environmentally friendly, resource-saving society. The structure of this paper consists of an introduction, a main body and a conclusion. The main body also consists of four parts:⑴Overview of the urban drinking water safeguards system. In this section, the author cleared the definition of urban drinking water safety, analyzed the city drinking water safety legal system from the perspective of jurisprudence and looked for some jurisprudential basis of the system.⑵Analysis on the current situation of urban drinking water safety and the existing problems of the legal system on urban drinking water safety. In this section, the author adopted research methods from law, ecology, environmental science, management science and other subjects as analytical tools, to fully understand the reality of urban drinking water safety in China. On the other hand introduced in details the legal system and institution of urban drinking water safety, to reveal the flaws and deficiencies in the system.⑶Introduction to foreign legal systems of urban drinking water safety. This section contains a comparative analysis of the legal system of the United States, Japan and Germany on urban drinking water , identified the characteristics of those systems and the differences between them, as a reference to improve the Chinese urban drinking water laws.⑷Measures to improve our legal system of urban drinking water safety. In this section the author first establishes the concept of sustainable development as the guideline of urban drinking water security legal system legislation. And then used deductive and inductive approaches, considering the characteristics of foreign legal systems of urban drinking water safety and the reality of the Chinese society, made some specific recommendations to the perfection of the Chinese legal system of urban drinking water safety.
