English as the tool for learning and communicating has an increasing application in contemporary China, so that the cultivation of oral communicative competence in university becomes particularly important. However, the current oral English teaching situation is not quite satisfactory. For the college students, listening and speaking, occupying the predominant place in daily communication, have become the biggest barrier in English learning. Therefore, the reflection and reform on oral English teaching need to be enforced right away. In practical ELT, the improvement of students' oral communicative competence complies with the implement of teaching strategies. Only when teachers adopt appropriate teaching strategies, can students' communicative competence be promoted accordingly. Drawing on relevant theoretical and empirical researches in the fields of linguistics, pedagogics and psychology, this paper elaborates on the basic principals of oral English teaching in ELT and proposes some effective teaching strategies, aiming at improving students' oral communicative competence.The main contents of this paper are as follows: Firstly, this paper reviews the relative studies in the recent decade, expounds the background, purpose and significance of the research, points out the necessity of reforming oral English teaching and optimizing teaching strategies, and defines relative conceptions that the paper has involved. Secondly, the paper reviews the theories of language acquisition, constructivism, schema and curriculum and their impact and significance on oral English teaching. Then, the paper analyses how the three factors of student, teacher and environment influence college students' oral communicative competence and then advances some basic principles for guiding oral English teaching. Finally, the paper elaborates on how to conduct the teaching strategies of pre-class preparation, course lead-in, classroom interaction, context creating, learning autonomy, cultural lead-in, monitoring and feedback, providing teachers with pertinent and relevant oral English teaching methods and skills.
