| It is pointed in《CPC Central Committee on National Economy and Social Development 11th Five-Year Plan's recommendations》that we should develop cultural undertakings and cultural industry actively and increase the government input to cultural undertakings to form a relatively complete public culture services system(PCSS).Public culture services, the brand-new important issue, is a new domain of culture construction in our country. It will promote the construction of our country's PCSS to explore this issue thoroughly.In view of the severe present situation of PCSS construction, the author analyzes not only the reasons for the public cultural services backwardness and the uneven development but also the difficulties for government in guiding the development of cultural undertakings. What's more, the author explores the methods and countermeasures of making PCSS developed and prosperous greatly through the research on difficulties encountered by Jinhua construction of PCSS.The article is divided into five parts:The first part (Preface) introduces the research background, significance and public culture present situation at home and abroad as well as the main contents and original viewpoints.The second part: introducing related concepts.types.characteristics and the function of the third department in pcss.In the third part the author makes a complete survey and research of the construction of public culture in towns and administrative villages (communities) in Jinhua. The author points out the achievement,problems and reasons by ways of holding seminars, visits on the spot, questionnaire survey and consulting related materials and so on.The forth part puts forward some suggestion and countermeasures. In the five part, on the basis of investigation and research of the situation of Jinhua PCSS, the author illustrates his view points and discusses the pattern of the construction of pcss in backward areas in reference to the advanced experience both at home and abroad. |
