In a country, if the local autonomy is identified by the people , it must be trusted by the people. Without agreement of the people ,the local autonomy will die away, and disappear into the history .In America ,the local autonomy is working very successfully ,it not only knock-down the cost of administration ,but also light up the passion of the people to join into CMIP .We will not only gasp in admiration with the local autonomy ,which is very consummate and adapt to America that well, but we may think about why the local autonomy can give birth in America? And why the local autonomy don't degenerate into an organization which submit to the government? In the study of the local autonomy of America ,we may not only study about how the local autonomy of America run nowadays, but the things which is more important is pay a attention to the headspring of it . We may find the headspring of it in the local autonomy of the colony in North America.A system can be alive only when it is beard by the people .in the colonies in North America, the special entironment and circumstance make the villages and small towns became centers of the denizen of the colonies in North America .the villages and small towns become very important suddenly. The local autonomy in the villages and small towns was necessary in that days .The distance between the villages and small towns and the king of UK was far-off, which diluted the power of the king of UK. A great vacuum of the power appeared and the great vacuum gave the local autonomy in the villages and small towns a big interspace to live and improve. Of course all of this can not recur now ,but the don't imply that the local autonomy in the villages and small towns of North America has not worthiness .Indeed ,because of the animate local autonomy organization ,the democracy of grass root become more active .Of course the autonomy in the villages and small towns of North America doesn't leave nothing to be desired, for example autarchy in some villages was rampant ,but in the colonies the residents persisted in running after democracy and consummate the autonomy continuously. In the congress of the towns and villages, they safeguard the rights of themselves and their towns and villages. They understood democracy when they learned to safeguard their own rights. The congress made the principles of democracy to become parts of the lives of the residents in the colonies. Indeed, the illiterate farmers can take the reins of these principles. We can say that the congress which existed in a long time in colonies had brought the residents into the citizens who were self-governed.When penman study the autonomy by dint of many bookmaking of scholar in or out sea, penman try hard to deoxidize quondam the appearance of the autonomy in the towns and villages of the colonies in North America, and uncover the mysterious veil of it. Nowadays, in our country grass root democracy demands to be strong. To ensure how many rights can the skeleton organization have is a key step. If the right is too broad, the organization may abuse them, if the rights are too limited, the organization will become the microphone of superior government. We can learn many things form the autonomy of the towns and villages in North America.
