| Since "Insist on Self-innovation, Construct innovation-oriented country"being promoted to the new national strategy by central government, the construction of innovation-oriented city has been one of the concerning focus of the government and academia. As the central city of Guanzhong region, Xi'an how to transfer its sci-tech advantage to ability of innovative and competitive and bring along the progress of surrounding cities is a critical point to accomplish the strategic objects of Guanzhong region's leading development". In order to reveal the restriction factors of the innovation ability of Xi'an and provide references for future policy orientation of Xi'an city government and other similar city as well, this dissertation primarily structures out of Xi'an City Innovation System (CIS), then compares and evaluates the city's innovation ability.Based on a thorough survey of the relevant research and empirical analysis in and abroad, this dissertation primarily puts forward a framework for Xi'an CIS and mainly applies statistical methods to make a primary evaluation on the holistic innovation capacity of Xi'an from longitudinal and latitudinal dimension. In the end, the dissertation provides some suggestions on the construction of innovation-centered Xi'an combining the restriction factors. The main conclusions in this thesis have been summarized as following:(1)By summarizing the relevant research about innovation-oriented city, this dissertation comes to the conclusion that our country don't have a standard innovation-oriented city, and in the future, the research emphasis will be on promoting innovation ability, constructing CIS and innovation environment etc.(2)Based on the effect on construction of innovation-oriented city, the Xi'an CIS is divided into core subsystem and supporting subsystem. Furthermore, the core one is constitutive of two secondary subsystems: knowledge innovation and technological innovation, and the supporting one is constitutive of two other secondary subsystems: institutional innovation and service innovation. These four secondary subsystems interact to each other and promote the CIS to develop in spiral rise mode.(3)The evaluation results show that because institutional and service innovation ability are much weaker than those east coastal cities, Xi'an's integer innovation ability and whole innovation environment are comparatively backward. The poor innovation environments mainly embody the following three aspects not meeting needs: hardware foundation environment such as ecological environment and foundation facilities, encouragement and inductive policy environment and the supporting service system. Aiming at these problems, the dissertation puts forward some concerned suggestions in the last part. |
