This thesis, based mostly on data collected from author's field work at Sain-onder gachaa in West Ujumchin Banner, discusses cultural and social changes that have occurred in the pastoral community along with implement of development projects in the recent decade, in anthropological perspective.The paper consists of introduction, main body (three chapters and conclusion) and an appendix. Introduction explains why the author chooses the topic for the thesis, significance of the research, the studies that have been done by relevant scholars so far, and methodology that is applied in this research. Chapter one talks on geographical and natural environment, historical outline, and social constitute of Sain-Onder Gachaa. Chapter two describes the process of implement of development projects in the community, and local herder's responses toward the social transformation, and analyses social issues that have occurred in social life of the local Mongols. Chapter three expounds reasons for development projects to be done in pastoral community in Inner Mongolia, and direct reasons causes for social and cultural changes in the process of development. The author puts forward her own points of view on social and cultural changes in Inner Mongolia, in the part of conclusion.
