A Study On The Construction Of Public Cultural Services In Inner Mongolia Pastoral Areas

Public culture is one of the core concepts of public administration and government reform,and it is also an important part of the construction of socialist culture with Chinese characteristics.It is the most basic cultural rights and interests of Chinese citizens.Equalisation is the most basic requirements and the main question of modern public cultural services.It is necessary for solving unequal construction of socialist culture and a new pastoral to promote the achievement of equalisation,by developing public cultural pastoral service.Equality of public cultural services is relative,not absolute,not simply average and undifferentiated.Its realization is important for the sustainable development of pastoral culture,the protection and inheritance of the traditional folk culture,the improvement of herdsmen's production and living standard,and the richness and guarantee of herdsmen's cultural life.Therefore,it is of great significance to realize the present situation of public cultural service construction in pastoral areas,to improve the common culture of pastoral areas in the pastoral areas,and to improve the equalization of public cultural services in pastoral areas.In this paper,from the perspective of the study of public cultural services in pastoral areas,taking H town as an example,through field research,know about their public culture construction and service from their public libraries,museums,cultural centers,cultural activities room,cultural square,cultural broadcasting,school education and folk culture activities.Through the research,it is found its problems and causes,including the imperfect policies and regulations system affect the basic cultural needs of herdsmen to meet the degree of satisfaction;Public cultural infrastructure supply and demand uncoordinated impact herdsmen public cultural sharing degree;The lack of public cultural professionals affect the level of public cultural management and service;School layout adjustment affect the level of herdsmen education;The lose of folk culture affects their cultural identity.From the establishment and improvement of public cultural service legal system,the achievement of a balanced public and cultural infrastructure supply and demand,strengthing the Internet + cultural volunteer service,increase of the construction and service of the basic education,promotion of the cultural heritage and development,these five aspects,puts forward some suggestions on how to improve the construction of'public cultural service in Inner Mongolia pastoral areas.
