Xuanzong Famine Administration During Preliminary

Policies for settling disasters are the phenomena that run through the history of ancient China. The feudal governments of all dynasties had paid much attention to them. In this dissertation, the author is going to analyze the polices for settling disasters in the period of Emperor Xuanzong of Tang Dynasty from the aspects of flood, drought, locust and earthquake on the basis of massive history documents.Chapter one is the summary of disasters of the whole Tang Dynasty. In this chapter, the author has collected all the history documents about disasters such as flood, drought, locust and earthquake of the whole Tang Dynasty, as well as their producing frequency, seasons, zones and developing trends. Chapter two is the detailed analysis on the policies for settling disasters of the period in Emperor Xuanzong. In this part, the author has collected the relevant history documents of all types of disasters of the period in Emperor Xuanzong, and then made a detailed analysis toward them. Chapter three is the detailed policy analysis for settling the disasters. In this chapter, the author has analyzed the economic policies and measures for settling disasters in the perspectives of disaster prevention and almsgiving. Meanwhile, the author has studied the characteristics of the policies for setting disaster in terms of culture, politics and economy, and then analyzed the advantages anddisadvantages of the policies.Generally speaking, the frequent producing disasters in the period of Emperor Xuanzong were the results of incessant environmental deterioration and warming climate. Although lots of effective measures had been taken in the period of Emperor Xuanzong, and as the results of the passive redress policies and the limitation of the times, the effects were not so good as predicted and the problems could not be settled thoroughly, which is a good referrence for us today.
