The 1960 s were the most intense period of the Cold War between the United States and the Soviet Union.In order to win the cold war,the two sides intensified their arms expansion.In particular,there has been a fierce competition in the nuclear field.As both sides attach great importance to the development of nuclear weapons,in just a few years,both sides have accumulated enough nuclear weapons to destroy the earth sever.This situation has aroused the concern of people of insight and people all over the world.As a result,countries around the world have launched a huge Antinuclear Peace movement.Under the pressure of world public opinion,the United States and the Soviet Union began negotiations on a nuclear test ban.Numerous talks have been held between the two sides since the beginning of the nucear test ban negotiations since 1958.However,satisfactory agreements on verification and other issues have not been reached due to lack of trust.After Kennedy came to power,he devoted himself to strengthening U.S.nuclear power,on the other hand,efforts have been made to reach an agreement with the Soviet Union on the nuclear test ban.After more than two years of hard negotiations,finally,the Partial Nuclear Test Ban Treaty was signed in July 1963.It is not easy for the United States and the Soviet Union to reach a nuclear test ban treaty in the fierce Cold War confrontation.This is still a difficult problem for the nuclear issue facing the world today having very important enlightenment significance.We should learn from history.How to find a solution to the contemporary nuclear problem from the complex relations.To make nuclear energy benefit mankind rather than bring disaster to mankind.The 1960 s was an era of tense confrontation between the two camps of the United States and the Soviet Union.They signed Part of the Nuclear Test Ban Treaty out of self-interest considerations.This paper combs the process of nuclear test ban negotiations between the United States and the Soviet Union.Exploring the main reasons affecting the agreement of the US-Soviet nuclear test ban negotiations.From it we can see the importance that dialogue is the substitute for confrontation.replacing suspicion with mututal trust in dealing with state relations.although the signing of partial nuclear test ban treaty has not brought about a comprehensive test ban,the results are not very great.But in those days when the Cold War was in full swing,it was not easy to achieve such a result.It laid a good foundation for the subsequent nuclear test negotiations.After the Cold War,American’s rival Soviet Union collapsed,America becomes the only superpower,with the rapid rise of China’s power,it has caused panic in the United States,then China is identified as a competitor.So the United States put forward the “Asian rebalancing strategy”of returning to the Asia-Pacific region.In particular,the U.S.deployed Sad missiles in South Korea,obviously,the goal of the United States is not just for North Korea,it’s about taking the opportunity to from a deterrent to China.Facing with the return of the United States to the Asia-Pacific region and the disturbance of the South China Sea,frequent military exercises with Japan and South Korea,deployed Sad missiles in South Korea,Trump frequently launched trade wars against China and so on,the U.S.’S attempt to contain China is clear.How China deals with the strategic enclosure of the United States.Will the United States launch a new cold war against China as it did against the Soviet Union?How we deal with the new containment of China by the United States under such circumstances is a new subject before us.In particular,the nuclear issue,on 13 January2002,President Bush tore up the Anti-Ballistic Missile Treaty signed by the United States and the Soviet Union in 1972.Striving to develop the national missile defense system,Trump announced his withdrawal from the Guidance Treaty under the pretext of Russia’s non-compliance with the Guidance Treaty.Will these contribute to a new round of nuclear arms race ? This requires the great powers to deal calmly and rationally with the current problems of nuclear tests,nuclear proliferation and other issues.
