Both Qin Shihuang and Han Wudi have the equal contributions and faults, also they are two important monarchs who have profound influences in the history. The two monarchs who were in the initial stage of the feudal society, are pioneers. Their establishments of the culture policies also have profound influences for the later generations. This paper will take the cultural policies of Qin Shihuang and Han Wudi as the starting point, analyze the similarities and the differences of their policies , the influences of the culture policies from these several aspects to recognize their culture policies furtherly .This first minute of this paper refers to the establishment of the official philosophy thoughts ,the policies of the book and the document ,the educational policies ,the characters and the orchestra policies and the policies of treating the educated people this five aspects. For the dominate thoughts, Qin Shihuang took the legalists for the most important part, ran the country with law domestic thought as his thoughts .Han Wudi values the Confucianist, the specific performance for him is "one hundred thoughts to ban,only Confucians revived ."On book and document policies ,Emperor Qin "burns books", and promulgated "the laws of holding books". Han Wudi "collected the dying testament " and "setting up the official building for people who write books ".For the educational policies ,Qin Shihuang "prohibit the personal study " and "taking officials as teachers" and also let the "three olds" to administer the religions .Han Wudi built the highest school ,set up "doctors of five classics". Also let the officials to administer the religion .On writing courtesy and the orchestra policies , Emperor Qin unified the characters, Han Wudi paid more attention to the orchestras and poems .On the policies of how to treat the educated people ,Emperor Qin put legalists to the most important position ,and the officials must learn the laws. Han Wudi elected "xiao lian", built the highest school, and appointed the writers to be the officials.The second part of this article, by combing the policies of Qin Shihuang and Han Wudi ,we can develop the similarities and differences of their cultural policies. Firstly, the cultural decision making purpose is the same: both are to defend the unification .The basic purpose of the cultural policies which were implemented by them was to defend the situation of unification . Secondly, both Qin Shihuang and Han Wudi have the same pattern for their choosing of cultural policies .They both established a leading culture .Emperor Qin ran the country with the thought of the legalist ,Han Wudi took the learning of Confucian as its guiding principle .When Qin Shihuang and Han Wudi used the culture to govern the societies ,they have the same tend .That is to say ,both they have the political pragmatism spirit .The performance is that :not only the legalist and Confucians in their bureaucratic organization but also have other scholars of different groups.The third part of this article is the analysis for the causes of the similarities and differences .It has three major reasons: both of the located the same social status .They were the rulers of th feudal dynasty, therefore the basic purpose of their policies is the maintenance of their dynasties .The second id they had the same identical pragmatism attitude .The third is they had some similar personalities .However ,the culture policies of the two monarches also have some different points in their self factors .Han Wudi can summarize the experiences and absorb the chides which Qin Shihuang had implemented .Also ,during the time of his rules ,when he faced the precarious situation ,he repented ,and promulgated the "Zui Ji Zhao" ,these can explain the different individual factors between Qin Shihuang and Han Wudi.The fourth part of this article is the influences of their cultural policies .Firstly ,the policies influenced the social in that time .Secondly ,the most important influence during Qin Huang Han Wu policies for the later generations is : the thought of "Da Yi Tong" which embodied by their policies .The knot of this article writes the conclusion by analyzing the policies of Qin Shihuang and Han Wudi . The conclusion is that although there are somedifferences during the implement of Qin Shihuang and Han Wudi' s cultural policies .The function of the cultural policies and the basic purpose is the same :that is to defend the unification .Although there are some differences in the details ,the cultural policies of Qin Huang Han Wu must need to meet the historical requires in their times .From this ,we can reach the conclusion :the choice of the mainstream cultural must accord with the needs of cultural tradition, historical cultural background and the tradition of the culture.
