Since Kubilai Khan led the army personally conquered Dali kingdom and set up the Yunnan province, Yunnan began to become a administration division directly ruled by the central government in the true significance. Then Kubilai Khan devoted great efforts to manage Yunnan, enormously promoted the development of Yunnan in politics, economy and culture.The period of Kubilai Khan, as a connecting link between the preceding and the following ,can be said the most important turning point in the history development process of Yunnan.This text regards the establishment of Yunnan province in Zhi Yuan 11 years(1274) as the boundary and divides the Mongol-Yuan's ruling over Yunnan in Kubilai Khan's times into two stages :the Mongolian princes and generals' military ruling time (1253—1274)and the period of the province politics coexisted with the prince politics (1274—1294),and plans to mainly utilize such historical materials as ((History of Yuan Dynasty)) , local chronicles , the scholar's work of Yuan Dynasty, etc. and consult domestic and international scholar's relevant treatise and work, preliminarily and comprehensively probes into the measures of Kubilai Khan's ruling over Yunnan and his achievement in culture and military affairs from every political and military system created by Kubilai Khan.The full text divides into three parts altogether:The first part briefly discusses the implementation state of the system of military garrison of the princes and the generals and the thousand households systems .Firstly , expounds the origin and concept of the system of military garrison of the princes, and the princes and the generals' general situation ,political and military power and their historical contribution to Yunnan after Kubilai Khan went on an expedition in Dali kingdom and ascended the throne.Secondly , describes the origin , meaning of the thousand households systems in Yunnan, and it's establishment situation , characteristic and historic significance.The second part elaborates the establishment ,evolution and significance of theprovince system, the system of prefecture and county , the system of Tou-xia subinfeuding,the system of appointing ethnic minority headmen , in the middle and later periods of Zhi Yuan of Kubilai Khan's times .Firstly, analyzes the establishment of Yunnan province's historical background and deep reason,and essential nature, establishment and abolish evolution, concrete appellation and the general situation of the princes who were sent into garrison in Yunnan and its' relations with Yunnan province.Secondly, describes the establishment course and historical significance of the system of prefecture and county in Yunnan, analyses the successional variation process and historical significance of the thousand households systems, textually researches the evolution process and historical significance of the Xuan Fu Si(Pacificaion Commission) and Xuan Wei Si(Pacificaion Bureau) within the boundaries of the Yunnan province , then analyzes their nature and characteristic.Moreover, briefly discusses the implement condition of the system of Tou-xia subinfeuding in Yunnan in Mongol-Yuan.Finally,preliminarily analyses the historical origin, establishment process,concept meaning,essential characteristic, important significance of the system of appointing ethnic minority headmen.The third part discusses Kubilai Khan's achievement in culture.and military affairs and the merits and demerits of his measures in Yunnan.Firstly ,outlines Kubilai Khan's political and military achievements all his life.Secondly, summarizes the historical contribution and profound influence that Kubilai Khan to Yunnan, and puts forward Kubilai Khan's weak point.Epilogue: Researches Kubilai Khan's measure in Yunnan has a great deal of reference meanings to the refonnation and development of Yunnan today .
