This paper intends to discuss the minority policies and the implementing in Yunnan Province,China and Ha Giang Province,Vietnam,as well as the respective influence on local communities from the comparative perspective.As such,I hope to contribute to improving the minorities' life and social developments based on these historical lessons.Both Yunnan and Ha Giang are located in remote areas that are far away from the political and economic centers but nearby the borders of their own countries,which makes them important in the respects of the national defense and state security.Also,both provinces ever witnessed lots of large migration and settlements of minorities,which resulted to the most diverse minorities and greatly colorful cultures in Yunnan and Ha Giang.Since these two provinces are contiguous to each other,there have been many cultural and marital connections between them through ages,which makes them as a main focus of Chinese and Vietnamese researchers.Given the fact that local minority communities are relatively undeveloped,policy-makers of both countries have been striving to take advantage of local strength and overcome the obstacles in their developments so as to narrow the gap between these two provinces and developed areas.The first chapter will compare and contrast the theories of minorities in China and Vietnam.Since both countries take Marxism as the foundation of their minority theories,there are similarities;but at the same time,it is also necessary to take the specific situations into account when putting forward and implementing related policies.The comparison and contrast between these two countries in the aspect of theory is the main focus of the first chapter.The second chapter will introduce the basic information of the minorities living in Yunnan and Ha Giang,including the total number,names,as well as cultural and economic characteristics.The third chapter moves on to economic policies of these two provinces:"Prospering Frontier,Enrich People" of Yunnan,and“134 Program" of Ha Giang.Also,I will analyze the influence and shortages of these policies.The fourth chapter will turn to the cultural policies including the protection of local languages,literature,and ancient books,as well as the development of cultural infrastructures.The fifth chapter will concentrate on the educational policies.Both provinces attach great importance to education,so they channeled lots of efforts to improve the local education and already achieved a lot;but at the same time,there are also differences in specific methods two provinces ever used.The sixth chapter will cover the cultivation of minority cadres,which is an important issue in the minority policies of Yunnan and Ha Giang.Not only does the development of minority areas need assistance from without,the force from within is also essential.One of the important measures to do so is to cultivate cadres from local minority communities.This chapter will discuss these policies and the implementing of them.The conclusion summarizes and sublimes the whole paper.
