Straight Regional Juan-shirt Status Of Emperor Guangxu Dynasty

Juan sympathizing, which was about the government exempting victims of a natural calamity and poor people from taxation and service or providing relief for them, was the important task of the past dynasties government in old times. Because of social poverty or natural and man-made calamities, etc., a large amount of population below the poverty line existed, therefore, traditional policy of sympathizing still occupied certain status in country's government affairs during the late Qing Dynasty. When an exceptional case was came across, such as national celebration or an inspection tour went on by an emperor, the ruler also sympathized to common people Juan to some extent in order to show his "favour and mercy".This thesis observes and studies preliminarily the Juan sympathizing state in the Shunzhi area's (the Prefecture of Shuntian and Zhili province) during the Guangxu Dynasty(1875-1908), and the full text is devided into three parts.The first part introduces the background of the policy of sympathizing carried out by the late Qing Government and the special condition in the Shunzhi area simply. It was the government's normal behavior to sympathize to population below the poverty line. Moreover, the natural and man-made calamities during the late Qing Dynasty had aggravated social impoverishment and turbulence, and the low state of the social economy had made solitary and poor population increasing everyday at that time. All these above-mentioned made it became necessary for the government to carry out policy of sympathizing. In addition, the government paid attention to the policy of sympathizing in the Shunzhi area because of its particularity of politics and geography. Certainly, the government had also some certain guidelines when it executed the policy of sympathizing, and this followed in the historical tradition mainly.The second part investigates the important items of the policy of sympathizing and its general situation executed by the government in the Shunzhi area during the Guangxu Dynasty. There were corresponding executive organs and more complete rules and regulations to sympathize the policy. The policy of sympathizing included various contents, such as doing the poor people a favour positively when an exceptional case was came across , exempting them from money and grain and service, providing relief for the poor people or fostering them and aiding them in years of famine, exempting them from taxation and service or postponing the imposition of a tax or levy and consoling drifting population, saling them of grain at normal price in years of famine and providing them work as a form of relief, mainly. This text has made comparisons and examined to these contents closely carefully . It announces the regulation on its art of composition and pays attention to its concrete conditions implemented even more too. It aims at on above-mentioned two combination of respect, the basic state of the Juan sympathizing at that area then, and its positive utility when demonstrating it.
