In this thesis, "expostulating officers" especially points someone to who supervised districts and six organizations. They, were a special group in the ruling class in the Qing Dynasty, which took the responsibilities of supervising all officials and taking part in arguing government affairs. In the late Qing Dynasty' s reform era, as far as going in for government affairs concerned, we should pay more attention to the reform view of "expostulating officers". Owing to this study of the problem in the historiography field is weak, the thesis try to make best use of the memorials to the throne of "expostulating officers", and discourse upon their political reform view systemic.The thesis is composed of four parts.The first part discusses the standpoint of "expostulating officers" who agreed with the political reform. Through their political reform suggestions and assertions in the current trend of events, the talent person, the administration officials and political system, and industry, we can conclude that they can meet the needs of the time, and provide many suggestions for the political reform actively.The second part analyzes the thought of "expostulating officers" who opposed the political reform.
