Discussion On Financial Reform In New Administration At The Late Qing Dynasty (1901-1911)

This paper aims at analysising and discussing the background ,major measures ,influence and the result of the financial reform in New Administration at the late Qing Dynasty,and hope that the research can provide some experience for the social transformations of our country, particularly in the financial and taxation reform.The paper is divided mainly to three parts:the first part mainly discussed the background of the financial reform,the pressure from vast financial deficit ,the crisis of financial administration and the loss of independence in finance consis the background of financial reform.The second part analysis the major measures been taken in financial reform in two aspects:one is the introduction of the measure purposed at increase the financial income ,the other is the specific discussion of the reform .The last part summarizes the financial reform and stresses the influence of it .The paper mainly uses the traditional history research methods ,meanwhile, it uses many historical materials and files .Some statistics skills are been used analysis the data .Finance is the basic thing which enable a country operating well. Many financial theories and knowledge we use today were learnt financial reform at the late Qing Dynasty. From the research about it, we can obtain lots of experience, for instance, we should collect different people's opnions, let different people take part in it to avoid the leaning of social resources and the happening of injustice. This paper summarizes all the opinion of academic field about the financial reform at the late Qing Dynasty and does deeper research in some aspects, that is, from the aspect of sustaining the political power, the reform is a failure, but look back from the history, it cultivated the financial modernization of China .
