After World War II, the United States began the cold war era to protect its world status by strategic deterrent to Soviet,. Under this background, the Unites States shaped its diplomatic policies to Canada. To satisfied the United States national interests, Canada has to chose the same side with the United States in the foreign affairs during the cold war. While due to conflicts of different interests between the two western countries, Canada still try to resist from tying to and succumbing to the Unites States. But under the pressure from the most powerful country, the United States, Canada gradually lost its own voice and began to act as a loyal follower. Then the Unites States changed its high-pressure policy to a more mild one. This dissertation try to focus on the United States foreign policies to Canada from 1961 to 1968. During the Kennedy and Johnson Administration, a tough policy gradually changed to a mild one. And analyzing the cooperations and conflicts between this two western countries during this course, can help us understand the complex of the cold war itself.The dissertation including three parts:Perface: Introduce the research object, content and production of this research area.Main part: Expounding the background, the changing course and effect of the policies from 1961 to 1968.1. The international background before the policy forming in tow aspects: (1) the cold war between west and east and the forming of the United States' Canada policy after World War II; (2) the conflicts between Canada and the United States and Canadian's limited confronting policy.2. Analyzing the policy change from tough to mild in two period: (1)Canada continued limited confronting policy to the United States and the Kennedy administration took a tough policy to Canada. ;(2) Canadian new government changed its confronting policy and the Johnson administration adopt a mild policy.3. Analyzing the character of the policies and their effect to two counties and the international structure, (l)embodying the practicilty diplomacy of the United States;(2) reflecting the Unites State pursue its maximal national interests in its foreign policy; (3) reflecting the complex characteristic of the cold war; (4) deciding the direction of the Untied States' Canada relation and affecting the international structure.Conclusion: Through the changes of the United States' Canada policy, point out that the national interests is the core value of the international relationship and that theory has a very important significance to making foreign policies.
