The thesis consists of eight parts.The introduction discusses origin and value of the thesis.Author points out problems and resolution methods about the thesis after a review to the reseach history of it,and illustrate historicial materials and research manner.The first chapter analyses the institution and framing of ministry of commerce(1903-1906) through its developtment course.The second chapter discusses organization and function of Ministry of Agricultrue & Industry &Commerce(MAIC, 1906-1912).Researching problems of new institution form organization framing and sections and technology officers.Author collects achievements of MAIC and analyses MAIC's influence to locality and true situation of local administration.The third chapter discusses appointment institution of MAIC.Author researches depth of reformation through composition of MAIC and explains the phenomenon quantity of officers fastly increased in the late of MAIC.The fourth chapter shows the revenue and expenditure of MAIC and officers' salary and analyses the problems based on serious shortage of funds in the late of MAIC.The fifth chapter shows change of lead level by three periods and analyses characteristics of ministers of MAIC and their influence.The sixth chapter shows main measures of MAIC by seven parts.The summary discusses general trend of reformation of central organs and reformation of late Qing by three aspects.
