After An-Shi Rebellion, separatist military governorship came into being in Hebei. Region. They were Chengde prefecture Weibo prefecture and Youzhou prefecture. Generally, we call them as Heshuo Separatist Prefecture. Although Heshuo Separatist Prefecture had conflicts with the Central Government in the late of the Tang Dynasty, the Central Government did not lose all its economic rights in Hebei Region. It still possessed the economic rights, which Heshuo Separatist Prefecture fulfilled, such as tribute. The Central Government also had the rights to deal with Heshuo Separatist Prefecture' s finance. At the same time, Heshuo Separatist Prefecture undertook some economic obligations. They were not independent countries but provincial administrations under the Tang Dynasty' s dominion. The paper was divided into four parts.The first part: the Two-tax System' s implementation in Hebei Region and the limitations of the implementation. This part has four sections. First, analyzed the Central Government' s reason and purpose that the Tang Dynasty carried out the Two - tax System. Second, the Two-tax System' s content. The writer think the Two-tax System consists of two principles, which are the taxation principle and the distribution principle. Third, the implementation of the taxation principle. Last, the implementation of the distribution principle; In the Heshuo Separatist Prefecture, the Two-tax System was put into practice completely. To the Central Government, the Two-tax System was partly fulfilled.The second part: Heshuo Separatist Prefecture' s tribute. Two sections constitute this part, first, the reason that Heshuo Separatist Prefecture offered tribute to the Central Government. Second, the general situation of the tribute. Tribute was a way which Heshuo Separatist Prefecture fulfilled their economic obligations. There was traditional economic relationship betweenthe Central Government and Heshuo Separatist Prefecture.The third part: Heshuo Separatist Prefecture held back the salt revenue. In the late of Tang Dynasty, the salt monopoly policy was not really put into practice in Hebei Rebion. All of above reflected that Heshuo Separatist Prefecture had gotten more economic rights after An-Shi Rebellion.The forth part: the Central Government's economic rights and Responsibilities. In the Hebei Region, the Central Government still had some economic rights. At the same time, the Central Government took on some economic responsibilities.Finally, the paper summarizes the economic relationship between the Central Government and Heshuo Separatist Prefecture.
