The education reform is one of the important items of the New Deal in the Late Qing Dynasty. And, ZhiLi Province carried it out rather effectively and characteristically at that time. Previous research is mainly from the point of the whole nation, not from concrete provinces. My dissertation analyzes it from ZhiLi Province. It is divided into two parts:The first part studies the administrative organization. The educationally administrative organization in the past couldn't meet the requirement of education reform in the new period, so, setting up special organization was the need of developing new-style education. ZhiLi Province set up the department of school in charge of educational affairs in the whole province, the department of inducement in charge of local educational affairs. The education board also played a positive role in spreading the new-style education.The second part analyzes the main measures of education reform in detail. The first: sending officials and gentry to travel for learning. In order to draw experience from successful education reform, ZhiLi Province sent officials in charge of education or important affairs and long-cherished-respect gentry many times to travel to Japan to carry on on-the-spot visit and investigation. The second: raising money. The number of money had direct relation with the result that could be obtained. Moneys were raised by levying taxes, encouraging individual donation, and so on. The third: solving teachers. ZhiLi Province put emphasis on the teachers. ZhiLi Province set up normal school at home, sent students studying abroad and engaged Japanese teachers. The forth: measures were taken to standardize textbooks.In a word, with the strong administrative organization and effective measures, education of ZhiLi Province gained great progress. A new education system that included all levels and all kinds of schools had formed. Though there were some unsatisfactory elements, the education reform of ZhiLi Province laid the base for modern education development in some degree.
