Xi'an Cultural Industry Cluster Development

In our era, cultural industry, characterized by knowledge, technology, and creative, is called as the most promising "sunrise industry" in the 21st century, has become a new growth point of economy,and has become an important pillar industry in many countries. Cultural industry not only can stimulate a national and urban economic growth, but also measure the core competitiveness of countries and cities as an important factor. As a 13-dynasty-city in ancient China,Xi'an has a long history and culture, rich and deep cultural resources accumulation; has a large number of colleges as the large talent advantage, making relatively labour costs to be low; has much cultural demangd of large urban and rural residents in the new era, which has laid a good foundation for the development of Xi'an cultural industries. But XI'an cultural industry is still at an early stage of development, in uneven development between industry, and has some practical problems to be solved. Therefore, the research on the development of Xi'an cultural industry cluster is very important.This article starts with the background of current developing culture industry at home and abroad, explores the significance of Xi'an developing culture industry, refers the domestic and international theory and practice of industry cluster and development of cultural industry,and redefines their definition and characteristics. On this basis, from the overall development situation, the three levels of the development of industries and clusters, we can deeply analysize the real development of Xi'an cultural industry in vertical, and summarize the advantages and disadvantages of the development of Xi'an cultural industry. Then,we rebuild the comprehensive evaluation index system of cultural industry, evaluate the development of cultural industry for 14 major cities in China using method of factor analysis, and measure the performance levels of the Xi'an cultural industry from the horizontal dimension. Finally, we summarize the key terms affecting the development of Xi'an cultural industrial cluster, and discuss how Xi'an cultural industrial cluster to select a valid path on development, with a view to refer for our Government and other related departments.The research results indicate:①Xi'an have congenital advantages in developing culture industry, but when comparing with Beijing, Shanghai and other eastern city, still exists several problems:industry operating relatively dispersed, lacking competition vitality; culture resources developed limitedly, missing strong culture brand; financing system construction lag, protection mechanism does not sound; marketing means single, culture effect is lower; management system is laging, lack of wonderfull persons.②Using the transversal evaluation of index system, we find the factors influencing the competitiveness of Xi'an cultural industry; factors of public input and benefit output are more competitive; factors of basic inputs and general public output are competitiveness; factors of money input are less competitive.③With the current development advantages and opportunities of the times in Xi'an cultural industry, this research takes the future reform of cluster development:effortly to exert the advantage of local characteristics, actively promote cultural resources as the basis of cluster model, also deepen the development the market-oriented model of cultural creative connotation, forming a groupful and clusterizal development pattern.
