Legal Issues In The Financing Of Cultural Industries

Cultural industry is the important carrier of social culture to developing economic market. It is the important way to satisfy the need for culture, which people need from aspect, condition and level. And it is also the very important point to promote the structure of economic and transfer the way of economic development. The cultural industry is called "The 21th century's sunrise industry". And the capital is the blood of developing the cultural industry. Financing is an important part of the development for cultural industry. However, due to the cultural industry has it's own characters, resulting in its need for capital also has the particularity. The current status of China's capital market was unable to meet the financing needs of cultural industries. Due to insufficient funds, the development of cultural enterprise is being restricted. Therefore, it is necessity to study the legal problems of cultural industries from the financing process. In this paper, as the government and finance industry increasing emphasis on the importance of cultural industry financing, we will analyze the characters of cultural industry and special needs of cultural industries funding. Link to the current development condition of our country's cultural industry, and point out the current financial problems and difficulties in China. Analyze the reasons of this problem from three aspect:the culture of their own, the services provided by financial markets, the legal system. Through analyzing three financing models, which cultural industry develop rapid and the financing system is more completed in the current world, and select the appropriate financing system for China's cultural industry development. Propose the measures and the suggestion about culture industry financing from direct financing market and indirect financing market.
