Based on the Russian army reform, depicting the process of the Russian army construction and the Russian army reform, and bringing a perspective analysis about an area of Russia national military strategy, the Russian combat theory development, the Russian geopolitical politics pattern adjustment and the influence to international pattern and international relations issues. With respect to theory, analysising some important questions about the current international situation and the Russian army construction, hoping this can use as some reference for the construction and reform of the armed forces.This paper discussed from the following four parts: The first part, discussing the historical background of the Russian military reform.
