The disease is a very important reason to cause poverty. And vicious circle which because of sickness and poverty not only give the negative effect to their body and families, but become the important factor to affect society to be stable and harmonious. Giving the medical assistance to urban poor people already became the important measure to keep the society stable and prevent poor people to be poorer because of diseases.First the paper discussed china's urban medical assistance system and Beijing's. After the description of assistance status of Beijing, the paper mentioned to the inadequacies during the process of doing urban medical assistance. And the paper proposed the statistical evaluation index of urban medical assistance to solve the problem that we can't compare the results of medical assistance among the cities. Because the internal elements of the index are interdependent, the paper used the ANP method to determine the weights according to its principle and completes the complex computational process using the SD software. Then the paper calculated the synthetic evaluation score of provinces and cities afterward, to carry on sorting by total and eight core target score. And the article discharged Beijing's position around the country to carry on the comparative analysis, as well as using the factorial analysis and cluster analysis's multi-dimensional statistical method, had completed the rating of Beijing's urban medical assistance to find ways to improve the level of medical assistance.In addition, the paper carried on the discussion of the demand on assistance fund to propose the method of calculation, which provides constructive suggestions for the Beijing government. Finally the paper gave policy suggestions of urban medical assistance and drew the corresponding conclusion.
