Operating Mechanism Of The New Rural Cooperative Medical Research

During the modernization and development of China's society, government should assume the responsibility that strengthening social security on peasants. Pushing the new rural cooperative medical system (NRCMS)is a great move in the building of new socialist countryside. Now, the new rural cooperative medical system is still in the stage of pilot and spread. Whether the mechanism perfect or not straightly influences the development of NRCMS. The dissertation studies the NRCMS from the angle of its mechanism.The dissertation begins from looking back to China's development course of rural cooperative medical system, reveals the background of appearance of NRCMS, describes the pilot operation these years, analyses the success achieved and the problems emerged in the pilot. During the pilot and expanding of NRCMS, some areas adopted different running modes according to their actual condition. The study selected "JiangYin Mode" as the case, expatiates on its mechanism from fund-raising, fund management, reimbursement, compensation and supervision. Through some rounds of development, JiangYin formed its own feature and basically established the mechanism that levy, operation and overseeing function independently, especially business insurance undertaking fund management attained broad approval. However, some problems appeared during its operation and have negative impact on sustainable development. In the light of study, we conclude that China's mechanism of NRCMS is not mature. In the end, the dissertation advances that China should build scientific and compatible NRCMS mechanism, gradually better the segments of mechanism in the basis of consummating system design and guaranteeing law status.
