China's Rural Cooperative Medical System, The Stable Operation Of The Mechanism Study

In the process of theoretical study and practical exploration about ruralcooperative medical treatment system, how to make this system have areasonable structure and a stable operation is a fundamental and key issue indeveloping new-type rural cooperative medical treatment. First this articlereviews the development of rural cooperative medical history and analyzes thereason of the prosperous and recession of traditional cooperative medical,then analyzes some overseas(mainly Britain, Japan, Thailand) successfulexperience in medical security system. Based on these analyses, this articleproposes some suggestion to improve new-type rural cooperative medicalsystem in China. Based on foreign experiences and domestic defects, Idescribe the features and propose the conditions and content of stablemechanism of rural cooperative medical system from law and policy,government actions, organizational structure, fund management system,medical institutions, and so on. Then this article addresses some importantaspects in the process of building the stable operating mechanism of ruralcooperative medical system. The central and local governments haveresponsibilities in building related laws, improving policies, guarantying thesafe operation of the fund, and so on. Governments should strengthen thestudy and development of the law and policy, rationalize organizations, realizethe multi-channel sources of funding, implement efficient and transparent fundmanagement, provide quality health services, and then build stable operatingmechanism of the rural cooperative medical system. I hope to regulate therural cooperative medical system, make this system realize the sustainabledevelopment, really solve rural medical problems and promote thedevelopment of national public health through building this stable mechanism.
