Since the reform and opening up in China, the economy of China has kept growing rapidly, but the current urban workers and staff medical system has shown its abuses in practice day by day. Our country's current urban medical system has the problems of decreased equity in medical services, low macroscopic efficiency of hygienic investment, over centralization of medical resources, government compensation and internal operation mechanism of the hospitals lacking of efficient restraint, incomplete medical insurance system,"medical care service supported by dealing with drug"and"difficulty in seeing a doctor and the high cost of getting a treatment"and so on.China's urban workers and staff medical system needs to be reformed urgently, but there are many arguments on how to reform by now. This paper expounds the history and status quo of China's urban workers and staff medical system and analyzes the problems of such system, based on which, it brings up the objective, principle and countermeasures of reform of China's urban workers and staff medical system in a deeply and overall way.This paper expounds the objective of reform of China's urban workers and staff medical system and brings up the basic principle for reform—the principle of adapting to economic development and people's income level, principle of equity, principle of efficiency and principle of multi-level insurance. As for the advice on improving China's urban workers and staff medical system, the paper brings up the practical reform approach with Chinese characteristics by borrowing international experience on the basis of learning relevant domestic research results—taking the path of reform of combining the state and market, building multi-level urban workers and staff medical system, improving urban medical insurance system, deepening the reform of medicine purchase and sale system and strengthening supervision and completing the construction of relevant finance and tax system.
