Currently, the issues of farmers, countryside and agriculture havealready attracted the common attention from the society for the severityof the issues. As far as rural medical care (which is directly related withfarmers' own interests) is concerned, statistics says that a large portion offarmers (about 90%) receive no medical care of any form since thedisintegration of cooperative medical care system, which makes the weakposition of farmers pinned further. Hence, many seniors of insight suggestthat farmers be included in social medical care system and fairly treated.And how to solve farmers' medical care problem from theory and practiceis rightly the goal of this thesis. Starting from the brief introduction to the severity of rural medicalcare scarcity, the thesis expounds the urgency of establishing medical caresystem for massive farmers. Then it narrates the status quo of ruralmedical care system in the two aspects of medical care availability(demand side) and medical care service coverage (supply side) from theangle of medical care definition, then it analyzes the reason of ruralmedical care scarcity from the aspects of government, community,medical care service providers and farmers. Finally, it offers systemassumption about how to improve the availability of farmer medical careservice and coverage of rural medical care service. Chapter One of the thesis briefs the status quo of rural medical caresystem and the urgency of establishing rural medical care system, andalso briefs former researches on this subject by other authors, then bringsforward the angle and research frame of this thesis based on the narration. Chapter Two details the status quo of present rural medical caresystem. Firstly, it specifies that the quality of rural medical care belongsto the category of mixed product. Hence, it requires the effectivecombination of government and market theoretically. Then it narrates thestatus quo of rural medical care system from the two aspects of farmermedical care availability and rural medical care service coverage,concluding that there exist serious problems in both aspects, causingfarmer health worrying and affecting the increase of farmers' income andimprovement of farmers' living standard. Chapter Three analyzes the reason of rural medical care scarcityfrom the angles of government, farmers, community and medical careservice providers. Chapter Four and Chapter Five discuss the system selection ofestablishing rural medical care system from the aspects of farmer medicalcare availability and rural medical care service coverage respectively. Firstly, Chapter Four explains related theories of system and systemvicissitude, and then it narrates the issue of how to establish medical caresystem from the angle of improving the availability of farmer medicalcare. Rural medical care system includes public sanitation, cooperativemedical care, medical care assistance and medical insurance in otherforms, among which cooperative medical care is the mainstay. Thus, thisthesis mainly explores the establishment of cooperative medical financingsystem, the affirmation of medical care scope and uniform collectionlevel and supervision of cooperative medical care fund, and government'sresponsibility for medical care supply to farmers. For capital collection system, subject of collection of cooperativemedical care fund should include both farmers themselves and thegovernment. For medical care scope, diversified and multi-layer medicalcare system should be established, regions of different economicdevelopment level can choose different mode combinations. Forcollection level, capital collection should be done uniformly at the levelof a county or city, and rural cooperative medical insurance organizationsshall be established and improved. Finally, the thesis defines the statusand role of government in the establishment of rural medical care system. Chapter Five expounds system selection of medical care serviceproviders.
