Shanxi Province, The New Rural Cooperative Medical And Hospitalization Subsidy Program

This research which started with the datum collected in baseline survey of novel countryside cooperative medical service experimental county in Shan Xi Province, suggested a compensation pattern of X, hospitalization expenses, in the experimental county ,based on the principle of "Expend in terms of income, and revenue and expenditure are balanced " in actuary in medical insurance. This research is significant in improving the management of novel country side cooperative medical service funds, in boosting rural economy, in promoting the stability of rural society, and in continual development of the system itself. Making subsidy project is an important task in the management of novel countryside cooperative medical service, what matters more is making hospitalization subsidy project. In this research, the prevalence rate, hospitalized rate and hospitalization expenses collected by baseline survey were analyzed and a hospitalization subsidy project in the experimental county was made on the basis of peasants' financing abilities. The average hospitalization expense of each time is a major index in making the scheme. The data provided by the office of modern countryside cooperative medical service were fitted, and the results show that X, the hospitalization expenses in the experimental county, conforms to lognormal. The project was assessed according to the fitted theoretical distribution, and it is satisfactory. Based on the above theoretical analysis and combined with the practical project of the experimental county, the conclusion is drown that the implementary project of Shan Xi Province novel countryside cooperative medical service experimental county will make a further progress to improve, especially to adjust the design of the compensation ratio. Finally, according to the result of the theoretical analysis, a series of triable advice for the experimental county is given.
