Countermeasures Of China's Reform Of Public Hospitals

This paper discusses the course of development, present condition, existent problems of our country's public hospitals, reform necessity and the basic principles, the train of thought and countermeasures that reform should take with the establishment of socialism market-oriented economy system, the rapid development of social economy and the deepening of the medical and sanitation reform, and people's demands progressive to health.The paper develops according to the following thoughts and logic system: Firstly, the paper concludes the development course of the public hospitals on the basis of such the public hospitals' changes as in numbers, personnel mechanism, technical personnel, infrastructure and etc from the initial stages of the founding of our People's Republic to present, and dissertates the current situation and existent problems of the public hospitals in light of the over 20-year sanitation reform course. Secondly, according to the present international and domestic situation that the state-owned hospitals are confronted, the paper discusses reform necessity for the state-owned hospitals to adapt the changed development circumstances, the socialism market-oriented economy system, and meet the demand of people's increased medical consumption and the requirements of the hospitals' self-development. Thirdly, in line with the medical pattern of the USA, the U.K. and Singapore, and the situation of our country and the actual conditions of the public hospitals, the paper tells about the enlightenment to our country's medical treatment reform from the medical treatment pattern of the USA, the U.K. and Singapore. Fourthly, according to the present existent problems of the public hospitals, the reform necessity and the enlightenment to our country's medical treatment/reform from the medical pattern of the USA, the U.K. and Singapore, the paper summarizes that the public hospitals reform must take the theory of Deng Xiaoping and "Three Representatives" thought of Jiang Zemin as a guidance, and must be in accordance with a series of related spirits and requirements of the sanitation reform to put appropriate industrialization strategy in practice in the field of medical treatment, and accelerate to develop a fair and order, fully-competed medical market, and strive to optimize the exterior condition of the state-owned hospitals' development. At the same time, the public hospitals must quicken the interior functional system reform, and go deep into such a series of reform as the property system, medical management system, personnel system and distribution system and etc. Also, the public hospitals must implement economic management, and establish a professional medical administrative team. The hospitals need encourage system, science and technology innovation, and strengthen the medical ethics construction in order to build the public hospitals into a modern medical organization with the hospitals separating from the government, and having a distinct property rights, definite power and responsibility, scientific administration, fine work of style, which adapts the need of modern market economy and the healthy requirements of the masses.
