Upon the analysis of those factors influencing its operation and its mechanical characteristics, he holds that in a certain environmental system, the management incentive system may not only bring about encouraging effect expected by the inspiring subject and the inspired object but may result in unexpected encouraging effect as well. The operation of the management incentive system can produce expected encouraging effect and make an organization obtain superior competence only when environmental system, organizational strategy and management incentive system match each other. Hence, to optimize the environmental system of the management incentive system and its operational mechanism is vital in deciding whether an organization can acquire superior competence. With the knowledge of management incentive system, the writer takes the public hospital -a special organizational system-as the analyzing object of Model of Management Incentive System and he discovers that the public hospital experiences very unsatisfactory management encouraging effect is primarily because the environmental system, organizational strategy, management incentive system all work independently without matching each other, of which the direct cause can be seen in those factors concerning the management incentive system which could not match one another in harmony, namely the problem of operational mechanism. Also it can be seen in the problem of basic management and structure including culture of the organization, concept of HR management.
