On The Improvement Of China's Rural Medical Insurance System

The new rural cooperative medical system is a strategic system, its purpose lies in promoting social fairness and coordinated development. It has profound significance in reducing urban-rural disparity, reverse unbalanced social development structure and constructing the harmonious society. However, for a long time, because of the lack of rural medical security system, the health level of farmers is reduced, rural economic development is affected, it influences the stability of the countryside. In the goal of comprehensive construction affluent society, our government is trying to build the new rural cooperative medical system. But the rural cooperative medical system still has some unsatisfactory place. If we do not pay attention to these problems, they may reduce the security effectiveness of the system or cause the deviation from policy goals or effect of the new rural cooperative medical system healthy operation and sustainable development. In this situation, this paper discusses the past and current situation of rural medical insurance. In order to provide some help to perfect our country's rural medical security system.The paper mainly points four chapters.The first chapter basically narrates the background and significance of the subject, summarizing literatures and research methods.The second chapter introduces the development history of rural cooperative medical, mainly divided into four stages, the budding stage in 1940s, the established period in 1950s, the flourishing period in 1960s-1970s, the disintegration period in 1980s, the recovery period in 1990s. Then analyze the reason of prosperity and decline of rural cooperative medical and point out that the fundamental reason is for the lack of legal system. So we need to improve the legal system of rural cooperative medical, safeguard its implementation fundamentally.The main contents of chapter 3 are the meaning and characteristics and problems of the new rural cooperative medical. Problems are mainly embodied in the following aspects: the problem of management is mainly embodied in the law for staff in their preparation and funding issues not explicitly stipulated. The problem of medical institutions is mainly embodied in the imperfect medical institutions, especially grassroots quantity, less diseased establishment can't satisfy the people's medical requirements. Financing problem; fund compensation problem; regulatory problem is mainly embodied in law doesn't make clear the rights and obligations of the new rural cooperative medical system. That all parties can't be well supervised. The fourth chapter is the method proposed to solve the problems proposed in the third chapter. First is to effectively strengthen management, mainly to solve the staff in their preparation and working funds shall be in law effectively; second is to establish a perfect medical institution system, improve the service quality and personnel quality, our law should be directional guidance to the foundation of system of medical institutions; the third is to establish scientific financing mechanism; the fourth is to establish funds compensation and establish reasonable funds supervision mechanism.
