These days, medical disputes in China is increasing year by year. And it shows the trend of expanding scope affected, obvious conflicts of interests, increasing difficulty in handling and aggravated opposition between doctors and patients. Certainly, medical disputes not only exit in China, but also in foreign countries with large quantity. By understanding and researching on the situation of foreign medial disputes, the author finds that each country has its own priorities and chracteristics in terms of its medical disputes resolution, without a common formula.However, foreign countries'advanced experience has important implications for dealing with medical disputes in our country. By making systematic analysis of the reasons trigger medical disputes, this topic concludes that although many factors lead to the arising of medical disputes, the main causes are due to the imperfectness of both social and medical systems.By anaylizing the four cases of medical disputes that have widespread social influence, this research topic shows that medical diputes appear new situations in the new period, that is, public opinion plays an increasing role in accelerating the resolution of medical disputes, while hospitcals are yet not fully ready to answer the powerful media campaign, which frequently puts hospticals and medial staff in a passive position when dealing with medica disputes. And the rising medical disputes year by year, has not only severely disturbed hopitals'normal medical order, aggravated the workload of management departments, but also increased the economic burden of medical units, aggravated the psychological pressure of medical staff and influenced the reputation of medical units and medical personnel, which caused damage to the society and patients as well; it says, medical risks are increasingly higher.Theoretically, the contradiction between medical staff and patients in fact is the one between the unlimitedness of health need and finiteness of medical capabilities, which is lasting, can only be alleviated but not be eliminated.Although having some experience in handling medical disputes, our country has introduced a number of laws and regulations on it, and made a lot of beneficial attempts and exploration, which has certain effects. However, in general, the approachs to solve medical dipuates are still in the exploratory and experimental stage. Multi-perspective and overall examinging the causes and effects that led to the yearly rising of medical disputes at present in our country is the prerequisite of building harmonious doctor-patient relationship. There is no one fix-all solution to medical disputes, it requires the tripartite joint actions of governement, medical organization and patients, which starts with laws and systems, putting prevention first. First is to perfect medical and health system. Second is to strenghten health legislation, in order to enhance the capabilities of practising medicine and getting medical treatment according to law of both sides. Third is to improve the professional ethics quality and service quality of medical personnel. Fourth is to construct harmonious doctor-patient relationship by strenghtening doctor-patient communications. Fifth is to keep the direction of public opinion by good communication with the media. Therefore, once medical disputes appear, the appraoches of arbitration and third-party meditation can be adopted; especially the one of implementing compulsory medical liability insurance claims by imitating "Compulsory Traffic Insurance", which both ensures the economic interests of patients and reduces doctors'risks, the burden of hospitals, and avoids the direction conflicts between doctors and patients as well. Thus, the practice environment of medical staff can be significantly improved and the number of medical disputes will be greatly reduced, which will lead doctor-patient relationship to the harmonious and healthy direction.
