| Objective Make a complete investigation and research on the urban community health service construction in Puyang city in the recent years; analyze the achieved accomplishments and the existing shortages; help the government and related departments know its efforts to provide scientific basis for the next step of urban community health service construction plan.Methods Documentary method, questionnaire survey, interviewing method results In the recent years, as many measures have been adopted to reinforce the construction of urban community health service system in Puyang city, it has formed that community health service centers become the main body and community health station become the supplement with perfect functions and standard management, which has almost covered the network of urban community health services. Until the end of 2009,56 urban community health service organizations have constructed, including 12 urban community health service centers and 44 urban community health service stations, covering more than 95% urban citizens. Each community health service organization provide safe, effective, convenient and economic public health services and basic medical services, protect and control infectious diseases, manage chronic illnesses (i.e. high blood pressure, diabetes etc.), construct health archives for citizens, effectively carry out health education and gradually improve citizens' awareness and satisfaction about health. However, as some policies has not implemented fully, such as staffing of urban community health service organizations and financial supplement, standard of urban community health service centers is far lower than the one of rural community health service organizations, and the input of enterprises to the community health service organizations has been gradually reduced, stabi lization of troops of community health personnel and further development of community health services are badly impacted.Conclusion①Chinese community health service policies are actively implemented in Puyang, which, has basically formed a urban community service system with reasonable structure, perfect functions of services, high quality of staffs, scientific running system and standard monitoring and management.②The construction of community health service troops have been reinforced, while general practitioners and public health practitioners are stills lacking. Therefore, it is necessary to design and complete policies, and attract excellent experts to work in the community health service organizations.③The number of outpatient (emergency) visits, out-call numbers and patients in the hospital are greatly increased. Community health services have been gradually identified by community citizens. However, we still have not realized that most of medical problems are solved in large general hospitals, and normal diseases and frequently accruing illnesses are solved in community health service organizations.④Community public health services have been developed greatly in many parts, such as the establishment of health archives for community citizens, education of community health, protection and controlling of infectious diseases, management of chronic diseases, prevention and vaccination, and health care for old people, pregnant and lying-in women and children. However, the work is not carried out proportionately among all the organizations and the pubic health services in the communities are not sufficient.⑤Citizens'awareness and satisfaction about community health service organizations have been gradually improved. They are most satisfied with the manners of medical staff and hospital environments, while they are not quite satisfied with medical equipments and diagnosis prices in these organizations, so we should still continue to improve these equipments and basic medical diagnosis level and services. |
